Bringing an Existing Refinery Back On Stream Ventura Refining & Transmission, Thomas, Oklahoma PPE was one of the first companies to refurbish an existing, nonoperational refinery and bring it back on stream. A refinery owned by the Ventura Refining & Transmission refinery in Thomas, Oklahoma had been shut down since 1981. In 2006, PPE began working closely with Ventura to bring it back on stream. Retrofitting the existing refinery resulted in great cost savings to our client and allowed us to get the plant up and running quickly.
